Architectural/Landscaping Compliance Committee

MISSION STATEMENT

The Architectural Landscape Compliance Committee (ALCC) will work closely with Homeowners to set standards, to preserve the property values, and to enhance living conditions for all residents of Heritage Highlands. The ALCC will ensure that all alterations, improvements, and additions to residences or association properties and facilities comply with the established ALC Guidelines.

MEMBERSHIP

The ALC Committee shall not exceed 11 members. The Board shall select the Chair. The Board shall appoint a liaison to the committee. The Chair will select the membership subject to the Board's approval. The General Manager will be ex-officio member.

Duties and Responsibilities:

1. The ALCC will enforce the ALC Guidelines and the CC&R’S that relate to the standards of the community.

2. The ALCC will provide guidance and direction for common area maintenance.

3. The ALCC will review and provide input to the Board of Directors on all common area maintenance issues, including the washes, which as of 2006 are part of the common areas.

4. The ALCC will review the ALCC Guidelines from time to time and make any recommendations for changes to the Board of Directors for action.

5. The ALCC will meet twice monthly on the first and third Thursday. The committee will review all requests and respond with their recommendations within 14 business days.

6. The ALCC will investigate guideline violations from other homeowners or through inspections. The Homeowner shall be given the right to correct or to appeal any situation where a violation is noted.

7. The ALCC will assess penalties and fines as identified in the ALCC Guidelines. These fines will be levied in a fair and consistent manner.

8. If there is a dispute between homeowners, but no violations are found for either party, then the committee should not become involved.

9. The ALCC will maintain complete and accurate minutes and records of all meetings and ALCC activities. These will be provided to the Association files, to the WEB master and to the Board of Directors within 10 business days.
